Project Overview
Telegra delivered customized Advanced Traffic Management System (ATMS), tunnel control, SCADA functionalities, and ITS integration solutions for multiple highway sections, tunnels, and traffic control centers in Croatia.
The systems were implemented for Croatian motorway operators “BINA Istra”, “Autocesta Zagreb-Macelj”, “Hrvatske autoceste”, and “Hrvatske ceste”. Where applicable, the systems were deployed across motorway and national road sections including:

The deployments supported traffic management, tunnel control, incident management, driver information, integrated SCADA functionalities, and field-device integration across Croatian highway and tunnel environments. These systems were deployed across multiple road sections, tunnels, and traffic control centers, supporting segment-specific and tunnel-specific traffic operations rather than a single centralized nationwide traffic control platform.
Client Challenge
Croatia experienced a major increase in highway traffic, especially during summer tourist seasons, requiring safe and efficient movement of people and goods across newly built highways and tunnel corridors.
The Croatian highway network expanded rapidly, with more than 1,000 km of highways and approximately 100 km of tunnel tubes built during the relevant period.
The main operational and delivery challenges included:
- managing heavy seasonal traffic loads,
- supporting traffic safety across highways, tunnels, bridges, and viaducts,
- implementing ATMS systems,
- integrating SCADA systems in long tunnels,
- integrating new highway sections with existing systems,

Traffic Management Center Operations
The systems were deployed across multiple Traffic Management Centers and sub-centers.
The platform integrated five main Traffic Management Centers and twenty sub-centers, enabling control takeover according to incident plans.
This supported:
- local and segment-specific traffic control,
- tunnel-specific traffic management,
- traffic control center operator workflows,
- control takeover between centers according to incident plans,
- full automatic, semi-automatic, or manual operation,
- user administration with different user levels,
- automatic logging of subsystem statuses and operator actions,
- real-time traffic information for operators.
Tunnel Control, SCADA & Safety Operations
Tunnel safety was one of the most important parts of the Croatian deployments.
The systems supported long tunnel operation, SCADA integration, safety procedures, and automatic emergency response plans.
Tunnel-related capabilities included:
- tunnel control and supervision,
- integrated SCADA capabilities,
- ventilation control in case of incidents,
- tunnel fire response procedures,
- high carbon monoxide level reactions,
- water-monitoring and ventilation system integration,
- CCTV and AVID integration,

Incident Management
The systems enabled automatic response to current traffic conditions and incidents.

- setting speed limits for full sections or specific road segments,
- setting DMS graphics and messages,
- ICM traffic plans, including re-routing to arterial roads,
- automatic emergency response plans,
- automatic response plans for dangerous weather conditions,
- full automatic, semi-automatic, or manual operation modes.
Automatic emergency response plans supported events including:
- accidents in one or multiple lanes,
- tunnel fire,
- high carbon monoxide levels,
- pedestrians on the road,
- debris on the road,
- unauthorized access,
- wrong-direction driving,
- dangerous weather conditions,
- ventilation control during incidents,
- dispatch of information to various agencies.
